Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017 defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Government’s Decree No. 31/201S/ND-CP of March 8, 2018, detailing the Law on Foreign Trade Administration on goods origin;

Implementing the ASEAN – Hong Kong Free Trade Agreement, China signed on March 28, 2018 in the Union of Myanmar;

At the request of the Director of Import and Export Department,

The Minister of Industry and Trade promulgates a Circular on Rules of Origin of Goods in the ASEAN-Hong Kong Free Trade Agreement, China.

=> Circular 21/2019/TT-BCT officially takes effect from December 23, 2019.
